DeKalb County Board SWCD Chair
Sarah and her husband help manage her family farm located in western DeKalb County. They have a grain operation using no-till, has installed grassed waterways, filters trips, cover crops and other conservation practices. She is currently the Chair for the DeKalb Soil & Water Conservation District board of supervisors as well as the Treasurer for Indiana Association of SWCDs.

Steve has been an elected supervisor since 2001. He has been very active in board functions including the planning and development of the District’s 3 years business plans. He has also attended many training sessions and conferences offered to district supervisors. Steve and his wife Marcia live northwest of Auburn where they own and operate a 100 acre diversified farm. They have incorporated many conservation practices in their operation including grassed waterways, filter strips, WASCoBs, no-till beans and wheat, cover crops, rotational grazing and has restored a wetland on their property.

Justin Hoover
DeKalb County SWCD Supervisor
Justin Hoover has been active with the DeKalb County SWCD since 2021. During his tenure with the DeKalb County SWCD, he has been a part of the district’s business plan & budgeting process while also being actively involved in securing funding for SWCD projects. He holds a Bachelor and Master of Environmental Science from the University of Saint Francis where he studied soil & water chemistry, statistics, and groundwater hydrology. He has applied that knowledge by working in the environmental sector for the past 12 years with experience in environmental laws, regulations, implications, and the ability to connect and promote soil and water conservation to manufacturing industries. Justin, along with his wife and son, enjoy managing multiple conservation efforts including an NRCS & IDNR Wildlife Habitat and being involved in 4-H livestock projects.
DeKalb County SWCD Supervisor
Jeff has been a member of the board 6 terms and served as Chairman for 14 years. The DeKalb County Soil & Water Conservation District board of supervisors would like to thank Jeff for his continued commitment to the District. Jeff is an Ag teacher at Lakeland High School in LaGrange. Along with his wife Betty and their two children he owns and operates a grain farm near Hamilton in DeKalb County.

Judy has been a supervisor for the last 15 years and has been very active with the district, including attending various training workshops and being a part of the district’s business plan process.

Bruce Bell II
DeKalb County SWCD Associate Supervisor
Bruce has been married for 26 years to his wife Sara, and they have two sons and a daughter. A DeKalb County resident with a lifelong background in agriculture, he owns and operates a grain farm. He has a passion for promoting soil health and has demonstrated this with a long history of no-till and cover crops. His goal is to eliminate all tillage, chemicals, and synthetic fertilizers. In addition to farming, Bruce owns a fleet repair business and serves on the DeKalb County Drainage Board.
